ASPPB Honors Leaders in Psychology Regulation with 2025 Service Awards

The Association of State and Provincial Psychology Boards (ASPPB) recognizes two outstanding leaders in psychology regulation for their exceptional service and dedication to the profession.
ASPPB State and Provincial Service Award 2025: Ms. Carol Tellinghuisen
ASPPB proudly presents the 2025 State and Provincial Service Award to Ms. Carol Tellinghuisen for her decades of dedication to licensing boards and her invaluable knowledge and commitment as Executive Secretary with the South Dakota Board of Psychologists (SDBOP).
Carol served as Executive Secretary to the SDBOP for an impressive 33 years and also administered seven other South Dakota licensing boards. Her guidance, dependability, and insight as a leader have had a lasting impact on professional licensing in South Dakota. She has been recognized for her leadership by the Association of Social Work Boards (ASWB), receiving the Outstanding Administrator Award for her resourcefulness and creativity in advancing regulatory processes.
Throughout her career, Carol guided hundreds of applicants to licensure, welcomed countless board members, and made significant improvements to licensing and regulation procedures. She retired on December 31, 2023, after more than three decades of service to the psychology profession. Her legacy of compassion, integrity, and dedication continues to shape licensing today.
ASPPB Ming Fisher Board Administrator/Registrar Award 2025: Ms. Lori Rall
ASPPB is also delighted to announce Ms. Lori Rall as the recipient of the 2025 Ming Fisher Board Administrator/Registrar Award in recognition of her dedication to ASPPB and her leadership in psychology licensing and regulation.
Since 2011, Lori has served as Executive Director of the Alabama Board of Examiners in Psychology, where she has consistently demonstrated her commitment to ethical, efficient, and respectful regulations. She has issued licenses to every psychologist and psychological technician in Alabama since assuming her role, all while ensuring excellent service to both applicants and licensees.
During the COVID-19 pandemic, Lori issued more than 200 emergency practice licenses, ensuring the continuity of care at a critical time. She currently serves as Chair of the ASPPB Board Administrators and Registrars Committee, after previously serving as Vice Chair, and is frequently invited by the Alabama Psychological Association to address professional matters affecting practice and regulation.

Their work has shaped licensing practices, guided countless professionals, and strengthened public protection. ASPPB is proud to honor them with these awards.”
