Current initiatives
The Association of State and Provincial Psychology Boards (ASPPB) represents the psychology regulatory bodies throughout Canada and the United States. Our membership includes:
- State, provincial, and territorial jurisdiction member boards and their staffs
- Individual members who are former board members or staff
Affiliate membership is open to any organization involved in the regulation of psychology practice outside the United States and Canada.
We serve our members by creating, administering, and promoting:
- Examination for Professional Practice in Psychology (EPPP)
- Common standards and processes for licensure
- Programs that help protect consumers
- Model legislation
- Mobility programs
- Consultation and collaboration with the education and training communities and professional psychology organizations
- Research and analysis related to psychology regulation (e.g., graduate training, supervised experience, telepsychology, and continuing professional development)
Ongoing initiatives
ASPPB 2023-2028 Strategic Plan—The culmination of a two-year, seven-stage diagnostic process involving ASPPB members, liaisons, and ASPPB staff and board members.
Advocacy for best practices in psychology regulation —Articles, studies, opinion pieces, white papers, and other materials that promote regulatory literacy among member boards and advance best practices for the licensing of psychologists.
Liaison activities—Consultations and meetings with other psychology organizations, councils of training directors, and regulatory federations from other professions to promote greater understanding of the regulatory process (e.g., training and exam preparation, initial licensure/registration, professional mobility, and regulation of professional conduct).
Examination program initiatives—Extensive research and consultation with psychology stakeholder groups and ASPPB board members to develop and implement professional assessment tools and support exam takers.

Mobility services—Programs to facilitate and promote professional psychology practice:
Health Resources and Services Administration (HRSA) grants
For more than two decades, the Association of State and Provincial Psychology Boards (ASPPB) has received various grants from the Health and Resources Service Administration (HRSA) of the U.S. Department of Health and Human Services. HRSA focuses on improving healthcare access by identifying needs within the healthcare workforce and by providing healthcare to people who are geographically isolated and economically or medically vulnerable.
Licensure Portability Grant Program
Since 2012, ASPPB has received a total of $2 million from HRSA’s Office for the Advancement of Telemedicine to support the implementation of ASPPB’s universal application and credentials verification service (PLUS®). Those grants also supported the development and implementation of the telepsychology compact (PSYPACT®).
PLUS® is an online system that allows individuals to apply for licensure, certification, or registration in any participating state, province, or territory in the United States or Canada. During the PLUS® application process, ASPPB compiles required documents and verifies primary sources. ASPPB sends that information to licensing boards in one organized, uniform licensure packet. The process benefits participating licensing boards because it reduces the workload associated with collecting application materials. With PLUS®, those materials are stored and can be used by individuals when they apply for licensure in any PLUS®-participating jurisdiction. Learn more about PLUS®.
PSYPACT® provides the regulatory guidelines and infrastructure for the interstate compact among states that enables qualifying psychology professionals to practice telehealth and temporary in-person, face-to-face psychology across state lines. An interstate compact carries the force of statutory law and allows states to perform a certain actions, observe certain standards, and cooperate in a critical policy areas. In May 2019, HRSA awarded ASPPB a new HRSA federal grant to address the regulatory research needs of the psychology profession. The grant provided nearly $1.25 million in federal funding over five years to establish a psychology-licensure-focused research center. With that support, ASPPB established the Centre for Data and Analysis on Psychology Licensure to support psychology licensing boards in making informed licensure decisions using consistent data gathering, analysis, and reporting.
Coronavirus Licensure Portability Grant Program
In May 2020, HRSA awarded ASPPB $2.5 million in federal funding to support the 2020 Coronavirus Aid, Relief, and Economic Security Act (CARES). ASPPB directed those funds to its Licensure Portability Grantee Program an initiative designed to prevent, prepare for, and respond to COVID-19 through telehealth access and infrastructure. Annual meetings
At ASPPB, we convene two meetings a year for our membership. We hold our annual three-day meeting of delegates every October when we elect new officers and conduct association-wide business. The meeting also features educational topics related to administration, examinations, legal issues, and professional discipline. We also gather for a midyear meeting featuring educational sessions on areas of interest to board members, board administrators, legal staff, and members of the testing industry.
