ASPPB Announces 2025 Fellows Award Recipients: Honoring Excellence in Psychology Regulation and Service

The Association of State and Provincial Psychology Boards (ASPPB) is proud to announce the recipients of the 2025 ASPPB Fellow Award: Ms. JoAnn Reid and Dr. Herbert “Herb” L. Stewart. This prestigious honor recognizes their exceptional contributions to the regulation of psychology, professional licensing, and ASPPB’s mission of advancing mobility, public protection, and service to the profession of psychology.

Honoring JoAnn Reid

ASPPB is thrilled to recognize Ms. JoAnn Reid, Division Administrator/Executive Director at the Wyoming Board of Psychology, for her decades of dedicated service to professional licensing in Wyoming and her active involvement with ASPPB.

For more than twenty years, Ms. Reid has served as a cornerstone of psychology regulation in her state, bringing expertise as the historian of Board policies, administrative rules, procedures, and legislation. She has also provided invaluable insight as a member of the ASPPB Board of Administrators and Registrar Committee.

In her leadership role, Ms. Reid supports psychologists by enhancing their knowledge, connecting them with ASPPB services, and encouraging active participation in regulatory issues. Her colleagues admire her deep understanding of the legal and legislative processes, her commitment to fairness and consistency, as well as her accessibility and collaboration in advancing common goals.

Her dedication to the Wyoming Board of Psychology and her tireless commitment to the profession have earned her the 2025 ASPPB Fellow Award.

Honoring Dr. Herbert “Herb” L. Stewart

ASPPB is equally delighted to honor Dr. Herbert L. Stewart with the 2025 ASPPB Fellow Award for his outstanding leadership and service to ASPPB and psychology regulation.

Dr. Stewart has been actively involved in state and national psychology organizations since 1988 and has contributed to the regulation of psychology since 2008. His service to ASPPB includes serving on the Board of Directors as Member-at-Large (2019 – 2024), President-Elect, President (2023), and Past President.

During his career, Dr. Stewart has championed the application of psychological science to inform policy, including authoring a research-based position paper opposing a proposed constitutional ban on same-sex marriage while serving as President of the Virginia Psychological Association. His contributions to ASPPB include supporting the Examination Program and helping to launch the Examination Stakeholders Technical Advisory Group (ESTAG), a technical advisory group that supports exam-related research.

As a member of the Virginia Board of Psychology, Dr. Stewart demonstrated regulatory leadership by reviewing cases for probable cause, modernizing training requirements to align with national standards, and leading the adoption of regulations banning conversion therapy for minors.

Dr. Stewart’s vision, advocacy, and service exemplify the highest standards of psychology regulation and leadership, making him a deserving recipient of the 2025 ASPPB Fellow Award.
