ASPPB Honors Dr. Jacqueline B. Horn with the 2025 Norma Simon Regulatory Service Award

The Association of State and Provincial Psychology Boards (ASPPB) is pleased to announce that Dr. Jacqueline B. Horn has been selected as the recipient of the 2025 Norma Simon Regulatory Service Award. This prestigious award recognizes individuals who have demonstrated exceptional service and significant contributions to the regulation of psychology. Dr. Horn’s leadership and dedication over the past 20 years have had a profound impact on the regulation of psychology at both the national and international levels.

Dr. Horn has played a vital role in advancing the profession through her work with ASPPB. As a member of the Maintenance of Competence and Licensure (MOCAL) Task Force, she played a pivotal role in transitioning the field from a traditional Continuing Education (CE) model to the more comprehensive framework of Continuing Professional Development (CPD). She also contributed to the American Psychological Association’s CE/CPD Summit, helping to shape new approaches to professional learning that reflect these critical changes.

Currently, Dr. Horn serves as a member of the ASPPB CPD Task Force and has been deeply engaged in the ASPPB Examination Program since joining the ASPPB Board in 2008, and served as ASPPB’s Board President from 2012 to 2013. She has remained an active leader in the national training community for over 15 years.

On an international scale, Dr. Horn contributed to the development of the International Declaration on Core Competencies in Professional Psychology. Created with input from representatives across 77 countries, this landmark document established a global standard for evaluating the credentials of psychologists.
